President William Ruto has announced a fresh wave of nominations to constitutional commissions, statutory bodies and the Intergovernmental Relations Technical Committee (IGRTC), alongside key promotions and redeployments within the senior ranks of the Executive.

In a statement issued by the Executive Office of the President under Notification of Presidential Action No. XI of 2026, the Head of State nominated Dr. Duncan Ojwang Oburu as Chairperson of the Independent Policing Oversight Authority (IPOA). He also nominated Ms. Antonina Lentoijoni and former KNUT Secretary-General Hon. Wilson Sossion to serve as members of the Teachers Service Commission (TSC), while Ms. Flora Mutua was nominated as a member of the Public Service Commission (PSC). The appointments have been forwarded to Parliament for vetting and approval in accordance with the Constitution.

The President further nominated seven individuals to serve as members of the Intergovernmental Relations Technical Committee (IGRTC), subject to ratification by the National and County Government Coordinating Summit. The nominees are Wilson Kuria Thuita (Murang’a), Silvya C. Apaa (Busia), Ahmed Kanyara Bishar (Wajir), Pascalyne Ntang’enoi Kimiriri (Laikipia), Ken Riaga (Migori), Evalyn Chepkirui Aruasa (Nakuru) and Mary Nanjala Kilobi (Nairobi).

The Public Service Commission also approved changes within the senior ranks of government. Government Spokesperson Hon. Isaac Mwaura has been promoted and redesignated as the Head of the Office of Diversity, Inclusion and Disability Rights in the Executive Office of the President. Meanwhile, Charles Owino Wahong’o has been redeployed from the Ministry of Information, Communications and the Digital Economy to serve as the Acting Head of Government Communications and Government Spokesperson in the Executive Office of the President. The appointments, announced by Chief of Staff and Head of the Public Service Felix Koskei, are part of ongoing efforts to strengthen leadership and service delivery across government institutions.
