Chief State Counsel Samwel Kaumba Nominated as Attorney General’s Alternate Representative to SRC

Nairobi, Kenya – The Office of the Attorney General has nominated Samwel Kaumba, the Chief State Counsel, to serve as the Attorney General’s alternate representative to the Salaries and Remuneration Commission (SRC).

The nomination, announced on Wednesday, July 8, 2026, fills a vacancy created following the appointment of the former alternate representative, Justice Emmanuel Bitta, to the High Court.

The appointment is in line with Article 230 of the Constitution of Kenya, 2010, which establishes the Salaries and Remuneration Commission and provides for the Attorney General to serve as an ex-officio member. The provision is further reinforced under Section 5 of the Salaries and Remuneration Commission Act.

Kaumba currently heads the Public Law Division within the Civil Litigation Department at the Office of the Attorney General. An Advocate of the High Court of Kenya with more than 15 years of post-qualification experience, he has built a career in public law, constitutional governance and public sector legal practice.

According to the Salaries and Remuneration Commission, Kaumba’s extensive legal expertise is expected to strengthen the Commission by providing strategic legal counsel and technical support as it executes its constitutional mandate.

The Commission welcomed the nomination, expressing confidence that Kaumba’s experience will contribute to advancing fair, equitable and fiscally sustainable remuneration and benefits across Kenya’s public service while supporting productivity and efficient service delivery.

His nomination comes as the Commission continues to play a critical role in advising on remuneration and benefits for State officers and ensuring public sector compensation remains sustainable and aligned with the country’s economic realities.
