IEBC Invites Public Views on 2027 Election Campaign Financing Rules

Nairobi, Kenya – The Independent Electoral and Boundaries Commission (IEBC) has invited Kenyans to submit memoranda on proposed regulations that will govern campaign financing, political contributions, spending limits and authorised election expenditures ahead of the 2027 General Election.

In a public notice issued on Wednesday, the electoral commission said the draft regulations have been prepared in line with the Constitution of Kenya and the Election Campaign Financing Act to promote transparency, accountability and fairness in campaign financing.

The IEBC noted that Article 88(4)(i) of the Constitution mandates the Commission to regulate the amount of money that may be spent by or on behalf of candidates and political parties during elections. The regulations are also anchored on the Election Campaign Financing Act, Cap 7A, which provides for the management, expenditure and accountability of campaign funds.

According to the Commission, Section 29 of the Act empowers it to develop regulations on campaign expenditure rules, contributions, disclosures, monitoring and record-keeping. Additionally, Sections 12, 18 and 19 require the IEBC to prescribe campaign contributions, spending limits and authorised expenditures through a Gazette Notice at least 12 months before a General Election.

As part of preparations for the 2027 General Election, the Commission has developed draft regulations outlining campaign financing rules, contribution limits, authorised expenditures and spending caps for candidates and political parties.

The IEBC is now calling on members of the public, political parties, civil society organisations and other stakeholders to submit their views on the proposed regulations on or before July 15, 2026.

The draft regulations and proposed spending limits are available on the Commission’s website, while memoranda can be submitted electronically via lpa@iebc.or.ke or delivered physically to the Customer Experience Centre at Anniversary Towers in Nairobi or any IEBC office across the country.

The notice was signed by IEBC Chairperson Erastus Edung Ethekon, who said public participation is essential in shaping a transparent and credible electoral process ahead of the 2027 polls.
