Kisii County Executive Committee Member for Finance, Economic Planning and ICT Services Richard Armstrong Atandi has been recognised as the Best Performing County Executive Committee Member (CECM) in Kisii County at the prestigious Pollsters Gala Awards.

The recognition places Atandi among county officials whose work has attracted public attention, particularly in an area at the heart of county administration—management of public finances, economic planning and the coordination of resources for development.
Atandi currently heads the Kisii County Department of Finance, Economic Planning and ICT Services. According to the Kisii County Government, the department is responsible for coordinating development planning, mobilising public resources, preparing the county budget and strengthening accountability in the management of county resources.

His department also provides financial guidance to county departments and entities, coordinates budget preparation and reports on budget implementation to the County Assembly. The county’s stated mission for the department is to formulate sound economic policies, maximise revenue mobilisation and ensure efficient allocation and accountability of county resources.

The award comes as Atandi continues to play a central role in Kisii’s planning and budgeting processes. In the county’s FY 2026/27 Fiscal Strategy Paper public participation report, Atandi is listed as the CECM responsible for Finance, Economic Planning and ICT Services, with the report highlighting public participation as an important component of county planning and budgeting.

The Pollsters Gala recognition therefore adds another layer to Atandi’s public profile, with his supporters describing the award as recognition of what they see as dedication, integrity and service to the people of Kisii.
For Atandi, the recognition is likely to increase expectations on his department to maintain transparency, prudent financial management and effective implementation of county programmes.
The award also provides an opportunity to renew the focus on the principle that public office is ultimately measured by the quality of services delivered to citizens and the manner in which public resources are managed.
For Kisii County, the recognition of Richard Machuka Atandi is a moment of acknowledgement—and a reminder that public service carries with it an even greater responsibility to deliver results
