The National Assembly on Thursday passed the Finance Bill, 2026, after lawmakers approved it at the Third Reading stage with 122 members voting in favour and 40 opposing the legislation.

The vote marked the final hurdle in the National Assembly, paving the way for the Bill to be transmitted to President William Ruto for assent before becoming law.

Debate on the Bill saw MPs sharply divided, with supporters arguing that the proposed measures are aimed at strengthening revenue collection and supporting government programmes. Opponents, however, expressed concerns over provisions they said could increase the burden on taxpayers and businesses.

The 122-40 vote capped weeks of scrutiny by the Finance and Planning Committee and debate on various amendments contained in the Bill. Unlike last year’s controversial proposals, the 2026 Finance Bill largely focused on changes to tax administration and adjustments aimed at improving compliance.

Once signed by the President, the Finance Act, 2026, will provide the legal framework for implementing tax measures that will finance the government’s 2026/27 budget.
